Google is transforming TrueView for action to help you get more conversions at a lower cost. Youtube is expanding its best features to more locations with Video action campaigns.
Video action campaigns enable you to reach more customers at high-performing locations on YouTube and offline. All existing TrueView action campaigns will be automatically upgraded to Video action campaigns in early 2022.
Google/Youtube recommends creating new video action campaigns and choosing responsive ad groups during the campaign set up in Google Ads. You can continue creating TrueView action campaigns until September 30, 2021. Read more about the changes to TrueView action campaigns.
TrueView action campaigns can help drive leads and converts by adding prominent calls to action (CTAs), headline text overlays, and an end screen for your video ads.
This video campaign subtype allows you to encourage customers to explore your product/service, share their contact details, and take other valuable actions for your business.

July 31, 2021:
You can also create a new Video action campaign by copying standard ad groups from existing TrueView action campaigns and pasting them as responsive ads groups for your Video action campaigns. This change allows you to run existing TrueView action campaigns as Video campaign campaigns.
September 30, 2021:
While you won't have the ability to create new TrueViews for action campaigns, existing TrueViews for action campaigns will still be possible to continue running. You can now
run video action campaigns
across YouTube's Home, watch page, next and next feeds.
Early 2022:
Google Ads upgrades all TrueView action campaigns to Video Action Campaigns and opts for all Video Action campaigns into new inventories across all Google networks.
There are differences between TrueView for action and Video action campaigns
TrueView uses standard ad groups for video action campaigns, while responsive ad networks are used in video action campaigns. There are some differences between the ad groups.
Formats For Ads:
Responsive Ad Groups can use a mixture of skippable ads in-stream and video discovery standard ad groups use skippable ads in-stream, but only one campaign.
Inventory:
Responsive Ad Groups are created to convert as many people as possible. They appear in more places on YouTube (for instance, the youtube Home feed. Standard ad group ads are not visible on YouTube's watch page or Google video partners.
Ad Assets: You can use responsive ad group to display video discovery ads. This means that you can add a longer headline to your ad and a description (in addition to the skippable instream ads). When the ad is displayed on the YouTube Home feed, the longer headline and description will be shown.
